Dear Comrade :

Through you, the Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) sends warmest fraternal greetings to all the delegates to the 25th National Congress of the Partido Comunista de Chile (PCC) which will be held in your capital city of Santiago from April 1 to 3, 2016, as well as to all the members and supporters of the PCC.

We salute the PCC for having played an important role in Chile's historic struggles for independence and sovereignty, against US imperialist dictation ; for the triumph of the Unidad Popular as the first democratically-elected socialist government in the Americas ; for the overthrow of the bloody and corrupt Pinochet military dictatorship which US imperialism imposed upon Chile, against the will of the Chilean people ; for the return of civilian rule and democratic norms ; and then for the defeat of the corrupt and authoritarian rule of the rightist coalition led by the billionaire Sebastian PiƱera.

We are confident that your 25th National Congress will chart a course of stepped-up struggles to consolidate national sovereignty ; to secure pro-labor reforms in the public and private sectors ;  to multiply employment opportunities and ensure a dignified life for everyone ; to expand the public health and education systems ; to increase pensions for retirees ; to advance women's rights ; and in general to advance the democratic rights and social protections of the working masses of Chile.

The PCC's principles and struggles for the benefit of the people give greater hope that the capitalist system of crises and barbarism can be overthrown, and that the building of a socialist society remains the salvation and future for humanity.

We wish every success to the 25th National Congress of the PCC, and to all the activities of the PCC which will be charted by this Congress.

                                                                                                With warmest comradely regards,

                                                                                                ANTONIO E. PARIS

                                                                                                General Secretary, PKP-1930
